CBN Consulting Stakeholders on Digital Assets Framework

The Governor of the Central Bank of Nigeria (CBN), Olayemi Cardoso, has disclosed that the apex bank is engaging both local and international stakeholders as part of efforts to develop a comprehensive
regulatory framework for digital assets in Nigeria.

Cardoso made this known on February 24, 2026, during a press briefing following the 304th Monetary
Policy Committee (MPC) meeting held in Abuja.
According to the CBN governor, the move reflects a deliberate and structured approach to regulating
the fast-evolving digital finance space, with the aim of ensuring transparency, resilience, and long-term
stability in the financial system.

He noted that consultations are ongoing with a wide range of stakeholders to ensure the framework
aligns with global best practices while addressing Nigeria’s unique economic realities.
Cardoso emphasised that while digital assets and payment innovations hold significant potential for
expanding financial inclusion, they also present risks that must be carefully managed.
“It is important that we take a thoughtful and proportionate approach,” he said, adding that innovation
must be balanced with safeguards to protect the financial system.

He further explained that the proposed framework would undergo rigorous scrutiny before
implementation, ensuring that it supports innovation without undermining monetary and financial
stability.
The initiative is also in line with global trends, as regulators worldwide continue to respond to the rapid
growth of digital assets and fintech ecosystems.

The CBN has also indicated that a well-designed digital assets framework could help drive economic
participation and reduce poverty by broadening access to financial services, particularly for underserved
populations. The development underscores Nigeria’s broader push to modernise its financial system and strengthen regulatory oversight in the face of increasing digitalisation in the global economy.
